The BEST way is to transfer your balances to a 0% interest on balance transfers card.
Washington Mutual offers this.
What is the best way to lower your credit card bills, should contact a debt agency?
Debt-settlement agencies don%26#039;t provide really any service that you can%26#039;t do yourself, and negotiating with a creditor directly is likely to be effective, since they do want their money and they figure some of it is better than none, which is often what they get when they%26#039;re hard-nosed. There are too many scams with debt-settlement and debt-consolidation agencies. Plus, they charge big fees. And you%26#039;re not going to like this part, but learn to live on a cash-only basis (within your means), work extra-hard and increase your means if necessary, pay the accounts down, destroy the cards and stop using them.

debt agency should be a last resort.
you didnt say how many cards or how much debt, so, it is more difficult to answer. also you didnt give your current assets or income, more difficult to answer.
if not too many cards or too much debt, first thing destroy cards. do not use cards under any circumstance. either get a loan, at a lower interest rate, form a financial institution, pay off cards, or considilate your cards to a lower interest card. im sure that you get offers weekly to get a new card at introductory low interest.
sell assets, do without vacations, no new car, no new anything, do without any unnecessary expense, get a another job, and pay as much as possible to debtor. keep doing this until card/loan is paid off. remember this as a lesson, credit cards can get you into trouble. its not easy, but, this is how to get out of debt.
