Talk to the company and let them know you are just having a small problem that will be resolved soon.
Your rate will go up and will probably be charged a late and overlimit fee.
Once things have stabelized you should open a new card with a lower rate and do the transfer then.

If you are having trouble paying your debts you need to come up with a plan. If your debts are increasing you need to figure out how to stop that.
Missing two payments puts you at the mercy of the credit card companies. You have just set yourself up for getting denied for new credit at attractive terms (0% balance transfers) and doomed yourself to years of paying outrageously high interest rates.
So ... what can you do about it? Start by listing all your credit card debt, there interest rate on each, the amount owed on each and the credit line on each.
Also get a copy of your credit report and tell us what other blemishes are on them.
Then tell us if you have the ability to pay your bills or you are just looking for ways to keep your creditors off your back as you spiral deeper and deeper into debt.

Your best bet in my experience is to get a consolidation loan, cut up your credit cards, and stick to your monthly payments thereby repairing your obviously damaged credit rating in the process. I am speaking from experience.

Well if you opt for another credit card that will give a benefit of Balance transfer at a lower interest rate it is wise to go in to transfer the debt.. the interest payable is lesser than your current interest you pay. As per my knowledge HSBC CRedit Card will offer you a 0% interest on this Balance Transfer...
