I want to know if my chlldren will have to pay whats owing on credit cards and bank loans if I die before they are fully paid.

If you have no assets when you die then your debts are written off by the debt holders. If you do have assets (car, bank account, etc.) they will be taken to pay your debts. Your sister and/or your children are not responsible for your debts unless they have co-signed the loans.
